Important Amendment for Delegates at the USA Swimming Convention

ISCA and the ISCA board of Directors have been reviewing the amendments for the USA Swimming Convention later this month in Colorado. 

One that jumps off the board is Point 203.3 which has to do with the consecutive days that must have elapsed before the swimmer is permitted to represent any other USA Swimming club in USA Swimming open competition.

The recommendation that’s being proposed is to drop the present 120-day period to only 30 days. 

ISCA strongly recommends that we NOT pass the 30-day period and stay with the 120 days.

Also, if it was not a pass/ fail amendment we would recommend keeping the 120 day period but allowing Military Families who move greater than 100 miles to automatically be allowed to represent a new team. The reason: Those athletes and families are being moved, not by choice, but by government action.

More reasons why we believe the 120 days rule should stay in place:

1. No one losses anything when they are unattached. They can still train with any team, and swim at any meets.

2. The vast majority of transfers are NOT due to Military or moving situations, they are just changing teams in the same area where they already live. With only a 30-day-unattached-period a swimmer could conceivably swim and represent 8 to 10 different teams a year.

3. This change would increase the anger and hostility between clubs, swimmers, parents, and coaches. The change would increase the recruiting between teams.

4. The NCAA, after only one year of dealing with the transfer portal, has already realizing the major problems it has caused itself and it is working on a solution.

LET’S NOT MAKE A PROBLEM WHEN WE DON’T HAVE A PROBLEM!
